I Have an IRA that I rolled money into from a 401k from my previous job … was 24,000 … now about 12,000
1) If I take some or all out and put that same amount back before the year is over do I still get penalized?
2) If I take 5k or the 12k out and don’t pay it back how much will I be pentalized? And I would just pay that back at tax time next year?

I have some money in my old 401k account with my old employer that when I left, I rolled it over to an IRA cuz my old 401k plan/provider suck. Now that I have a new job with a new employer that have a very good 401k plan, I was wondering if I can roll my old 401k from the IRA over? Or are you only allow to roll from 401k to 401k only. After the request for a rollover was submitted to the administrator, it took 3 additional requests in a span of three months before the checks were received. It was claimed by the administrator that checks were issued but I never received them. On the third request, I requested an overnight delivery and successfully received the checks the next day.
I would like to lodge a complaint with the proper oversight authority.
